Upload the 'AXP Cyrillic to Latin directory to your wp-content plugins directory using your favorite method ftp sftp scp etc..
Хороший плагин нормально транслитерирует ярлыки но к сожалению не транслитерирует вложения в частности изображения если название файла написано кириллицей.....

Спасибо за плагин пожалуй самый свежий из всех что мне довелось найти..
