Maybe your users don't want avatar aren't IT savvy enough to set Gravatar simply want avatar for blog or any other reason too.
In other words if you define Local for user that will be used if there is Local avatar defined and Twitter ID is given for user the plugin will try to use that avatar.
Lastly where Local avatar is defined and Twitter ID is given or Twitter doesn't return subject Global Gravatar will be generated..
Plus there is also sidebar widget extension to the plug-in that provides number allowing users to manage avatar from the sidebar without having to use WordPress spotlight school page.
Also you will set number in pixels for avatars and define image e.g. http your. image avatars default. jpg to use when local or avatar is available..
Now under Users » Avatars look for User Uploads option recheck the box and save....
For example if of HTML issues and WP installation in directory public html provided by web host this is the web-root.
When I tried to add the avatar the plugin showed the link as. image-file. jpg.
