Upload the folder to the wp-content plugins directory or search for Admin Bar Toggle in your WordPress admin area..
Activate the plugin through 'Plugins menu in WordPress.
Once activated you will see the changed on the front-end of your website....
If theme has bar this plugin is very useful to stop the Admin bar interfering with your review of the design but keep suitable to use when needed....
