You can enable this application and see the menu on the public pages..
Also you can close the board with returning to the only viewed public page..
This solution may be best for content director but not for frontend users because admin menu may shift the design of some themes..

Either the plugin needs to set high z-index value for the submenus or have the application for the page admin to tighten that value..
However I collapse the menu the sub menus need which is nice compromise I guess.
