It also allows you to set flat shipping totals for Shipping Classes and Weights for each city.. Shipping Classes.

For weight based shipping you need to enable this from settings pages and you will see clasification stretch when you do so.

2 Charge shipping for comulative weight of all products in the cart..
After you will see new shipping mathod in the dropdown WooCommerce -> Settings -> Shipping -> Edit any zone.
Upload the Advance Flat Rate Shipping For WooCommerce to your plugins directory e.g. wp-content plugins.
