If the splogger makes first the first roadblocks the plugin sends all signup information to API and we decide if it's aware enough to mark the blog as data right off the bat.
The beauty of Anti-Splog API service is that we crowdsource data of tens of thousands of splogs from Edublogs and Anti-Splog users.
The API when signup is complete email activated and blog is first created or when user publishes new post it will send all categories of blog and signup information to server where we will rate it based on ever-tweaking logic.
