Works for me in WP network of sites.
When you copy image and then paste it in comment you have to be patient and wait until the image uploads and link appears in the comment box.
It may look like it isn't working because if the image is large it does take some time for the text to appear in the box.
Once you post the comment, you will then find the in Media library... not working, don't know why aarwdc.
