Activate the plugin through 'Plugins WordPress..
After activating the plugin, you will find the in the Settings submenu section from where you can configure the plugin settings...

Will I be able to reactivate the comments again..
If you don't want to the comments disabled then just deactivate the plugin and comments will work as same as before installing the plugin...
So you will need to edit your theme's comments php file to remove the comment entirely from the frontend...
