Search for Ctrl+Enter publishes comments.
Download the plugin from https downloads wordpress org plugin ctrlenter-publishes-comments zip.
Upload ctrlenter-publishes-comments directory to the wp-content plugins directory.
Activate the plugin through 'Plugins WordPress...
It doesn't work for P2 or O2 themes, as they create the comments on the fly via javascript.
