See error messages in the page when you are not allowed to update only php. ini with wp-config. php.
I needed to debug only of your sites in multisite cable I was not allowed to use WP DEBUG..
So I implemented the changes that WP DEBUG does but for the page it is installed..
It also saves results on wp-content errors. log..
To stop showing debug messages you only need to deactivate this plugin...
