Default Values for Attachments gives you the ability to include default titles, captions or descriptions for every image uploaded using Media Uploader..
Upload to the wp-content plugins directory.
Activate the plugin through 'Plugins WordPress.
Go to Media -> Default Values on your Dashboard...
Alternate texts are used by screen readers to replace the image you're using, so it's really not good practice to give it default value.
Also, the filter hook used to set the defaults can't, at this point, take information pertaining to the wp postmeta db table...
