You probably have plugin that is sending emails from some method name directly using PHP mail part or directly implementing SMTP client.
The plugin replaces WordPress wp mail function with function that sends no emails.
Behind the view it creates not public pirate of PHPMailer and allows the system to occur with it silently squelches the part that send emails.
After frustration with users receiving emails when creating new users with a.csv issue upload plugin I memorizeed that WP seems to generate these emails automatically not the plugin with no plain way to disable this feature.
