Upload the folder to the wp-content plugins only just install this plugin from WordPress plugin directory.
Activate the plugin through the Plugin in WordPress...
If you've set page to static page with various sections menu would allow readers only they double-click item to jump to the related sections of the page without having to automatically scroll..
Set up static page with the part you want e.g. 'About 'Contact Us.
So for 'About stretch you'd add custom link with URL as #about and for 'Contact Us you'd add custom link with URL as #contact-us.
The ability to turn on and off features is coming in the first release..
