To import the menus into WordPress site you can follow these steps.
Go to Tools Import in WordPress admin panel.
Upload the xml file using the form provided on the page.
You will first be asked to map the in the export file to users on the site.
For each author, you may choose to map to user on the site or to create new user..
Locate the Export WordPress Menus plugin and click on Activate link to activate the plugin...
After you've activated the plugin, option should have been added to the Export function that lets you export navigation menus.
In the target site, you run WordPress importer.
