This plugin fixes admin area while scrolling so admin can drag widget easily to area without moving up and down..
If height increases window height, then fixed property of area get removed and it allows now to scroll and add widgets in bottom area..
It freezes the right side area for installation of dragged widgets..
Copy the entire fixed-widget-area directory into your wp-content plugins directory..

It should come built in with WordPress..
