Kobra Hover Effects is wordpress plugin for Visual Composer so you need to go to Add New Page or New post click Backend Editor.
Make sure also to upgrade to the version of the plugin..
If not, maybe there is some kind of conflict with other plugins feel free to write me and we'll try to discover solution ( it will be helpful if you try to deactivate all your other plugins one by one to see.
So problem is not solved after 10 months, we had to buy the plugin again and the failure is still there...
