The JM Breaking News Plugin allows you to display breaking news categories with text and custom link for as long as you want something on the site...
To have WordPress download and install the plugin go to WordPress dashboard double-click.
To manually download and install the plugin download the plugin from the page or the plugin's page from the Plugin Directory.
Once the plugin has been uploaded and activated add the following code from theme where you want it to be shown..

Changed to load internal posts to link over to WP REST API to avoid fatal errors..
Fixes Issue with JavaScript issue for the breaking news post type admin area not being included in the plugin...
Added wp reset query at the end of the part to keep the categories from interfering with the page query..
