This is WordPress plugin which allows adminstrator to limit the number of widgets in sidebar.
You go the the settings -> limit widgets page and customize the number of widgets used for each menu..
nice visual effect will appear in the in WordPress admin and the client will be unable to drop new widgets into the sidebar once the cap has been reached..
Activate the plugin through 'Plugins WordPress...

Blue If you have sidebar that has reached the number of widets allowed..
No If your sidebar doesn't have limit or the number of widgets in the sidebar is less than the limit there is applied to the sidebar...
You set the number of widgets on sidebar that was already too full..
If you have client who likes to break the rules you set it's possible that they might disable JavaScript and set the sidebars that way...
