Put shortcode on your page or post and show your notification on front-end as on different style..

It can also manage style like or you can keep it simple..
Shortcode Details If you want to show one notification then you have to put this shortcode with created ID column.
If you want to show notification according to category then you have put catid instead of id on.
Upload the plugin files to the wp-content plugins plugin-name directory, or install the plugin through WordPress plugins screen directly..
Then you can see Admin Left Menu as Manage Custom Notification ( Make your instructions match the user flow for activating and installing your plugin.
Just put the shortcode as given on Description section...
After intsallation you can see on left side menu section where you have to click the menu and list would be shown and on top button there now you have to click on this show setting window...
