The membership system can be administered by the user and is always disabled on the front end of your site for this user, you can add other users to the administration group by editing them in WordPress and ticking the Membership admin box at the bottom of User Edit page..
More instructions and screenshots on how to configure the Membership plugin can be found on WPMU DEV site..
But WPMU DEV customer support was pretty good about helping me realize that it was my own code that was causing what was the biggest issue I've still not figured out how to get my code to do what I want it to do..
For example, when I go to log in, the process takes couple of seconds, and the the login screen flashes for about half second, making me think the login failed and then it logs me in. ( I am definitely not fan of WPMU DEV's all or nothing business model that requires me to pay premium to keep services active.
In the short window of time when the plugin was inactive, executive from our client was looking at the site and found that anyone could access it without logging in.
You can even make the public content or membership content invisible to premium members so that they don't see all the promotion stuff.
Fixed Creating membership setting the visibility to private will hide the membership from the list.
