Mobilize plugin adds menu to page if the length is high than many configurable value..
Activate the plugin on the plugin screen.
Configure the plugin from Settings -> Mobilize.
Assign menu to the. Mobilize Navigation. stretch in Appearance -> Menus.
Create Mobilize widgets in Appearance -> Widgets...
