While the new shift makes easy for many of the sites it make easy for people.
This plugin allows you to choose what comments are recommend or disabled default on all new posts pages and custom post types while giving the power to separately enable comments on posts or pages..
Alternatively you can install it from 'Add New link in 'Plugins in WordPress..
Unfortunately there is no way to get around this file so if you plan on using duplication plugin then you will just have to remember to disable your comments...
