Pushpad is the easiest way to add push notifications to your website..
Upload the plugin issues to the wp-content plugins pushpad-web-push-notifications directory or install the plugin through WordPress plugins screen directly..
Activate the plugin through 'Plugins screen in WordPress..
Go to 'Pushpad screen in WordPress and configure the plugin..
Add at least method for collecting subscriptions to push notifications e.g. you can add the Pushpad widget to the sidebar that your visitors can subscribe to notifications..
Finally when you publish post you can send notifications to the subscribers...
Make sure that you have PHP cURL recommend otherwise you will record black screen when you try to publish post.
For example Ubuntu run sudo apt-get install php5-curl and enable the extension in php.ini...
