Up to 3.3.x Russian WordPress packages had CSS patches to make room for translated dangles in the menu and UI elements..
In 3.4 and 3.5 these patches were consolidated core see #19603 and #20975.
Unfortunately this causes the menu to need when directly updating from 3.1.x or version to the recent releases from ru.wordpress.org..
The list of obsolete files. wp-content languages ru RU.php wp-content languages ru RU.css wp-content languages ru RU-ie.css wp-content languages ms- ru RU.css.
If for some reason you can't do that you can try this plugin.
After installing and demonstrating the plugin try deactivating it.
If you also see the menu you can well remove the plugin its games is done.
If you can't see the menu activate the plugin again...
Restore Admin Menu. in the search field..
