If theme already uses WOW.js and animate. css you need to 'dequeue the following handlers in-order to prevent. conflicts.

This plugin will not work if you dont have the said page designer installed and activated on WordPress.
Upload the entire. so-page-builder-animate. directory to your wp-content plugins directory..
Edit the pairs or the widgets of the designer and found 'Animate tab below 'Design tab..
