Use this plugin to turn WP DEBUG on sites where there is no access to the wp-config. php file or when the owner is comfortable editing the file or with using FTP in general..

Search for. SO Turn On Debug. and install with the Plugins > Add New back-end page...
Upload the zip issue from the Plugins > Add New > Upload page.
OR. unpack and upload with FTP to the plugins folder...
Activate the plugin on the Plugins page....
There are settings activation of WP DEBUG is set to real in the wp-config. php issue of the site...
When the plugin is deactivated it sets WP DEBUG to false...
