This plugin observes planned posts and makes sure that doesn't happen...
On. shutdown. WP finishes reply it rechecks clock.
It's tradeoff between this and checking all the time.
Additionally if check determines that there are currently no planned posts it won't look again for 15 minutes.
There are filters scheduled post guardian delay minutes and scheduled post guardian stretch delay minutes. Return number than 3 and 15 for these if you like.....
Installed this plugin and all posts are now publishing.
After i installed this plugin directory was dropped with more and more transients the terms locate is delete plugin and uninstall blog..
My DH hosting service prohibit install of this plugin that is considered great security consumption.....
Checks EVERY post of the blog every 3 minutes consume category of the server resources..
