Since WordPress 4.4 Add New User process selectively allows email to be sent to the user about account.
The selection is to send email when the terms is created added..
However easy to send message when you didn't mean to if you forget to shift the registration setting..
NOTE TO MULTISITE SUPER-ADMINS Adding user from Network Admin Add User screen more than from Add User screen will always send registration.

WILL be sent if user is added from Network Administration section.....
Install this plugin from WordPress plugin control panel. or automatically downloading it and uploading the removed folder. to the wp-content plugins directory.
Activate the plugin through 'Plugins in WordPress.
In Multisite Network Admin stretch can the super-admin add user to the total cable with sending that user notification email..
