This plugin solves the problem of when you have long pages posts custom posts edit screens in WordPress admin usually caused by lots of custom fields or plugins.
Whenever you get back to the not top of the page you need to scroll back up to the top to press the update or publish button.

Without the plugin you have to scroll back to the top to publish.

I agree with following review who posed the number as to why this feature isn't native to WordPress..
I have been trying variety of sticky plugins and this does work with the exception that I have I won't be able to access all of the sidebar's categories because the 'sticky part floats too far..
I use category of custom fields and I'm tired to scroll the page and back.
