Once you created mapping between two fields, the data will remain synced for all users ..
Upload the downloaded zip file on 'Add New plugins screen in your WordPress admin area and activate..
For example to make WooCommerce billing country usermeta field appear, create testcustomer and purchase whilst populating the checkout fields including the billing country for the customer.
At that moment new usermeta fields for WooCommerce are created for the in the WordPress database.
