You can add tooltips by using the small form displayed in TinyMCE or you use the shortcodes...
short form to setup new tooltips, just mark in the editor and click on the tooltip icon to get this popup...
Upload the folder to the wp-content plugins directory.
Activate the plugin through 'Plugins WordPress.
Use Hover here to add in any post site.
Just install and activate the plugin and use the following shortcode in your post site..
