Some themes have custom headers., but don't use WordPress custom header system and will not work with Unique Headers plugin because of this.
To test if this is the problem, switch to one of the default themes.
I recommend hiring WordPress developer for assistance, or asking the developer of your theme to add support for WordPress custom header system...
