2. Activate the plugin through 'Plugins screen in WordPress.

As you will have understood the title is the text that only hovered will display the tooltip.
The image predict is url to the image displayed in the tooltip and soon the text between the two tags is the text displayed in the tooltip...
Found application to display this tooltip with Snapcode as the picture when hovering on icon in foot.
