To begin allowing users to use WordPress value they have to be a. promoter. or role.

Upload wp-promo to the wp-content plugins directory.
Activate the plugin through 'Plugins in WordPress.
Create pages for each of the following shortcodes. you have to be logged in to use these pages..
Place Inside of template. this creates menu with links to the not below shortcodes for promoters and admins....
If you require custom feature for the plugin or I'm afraid that you will need to find someone probably paid to do it.
