Want to display registration about promotion or WPFront Notification Bar plugin lets you do that easily..
Set the number of seconds not after the gallery appears..
Select the pages posts you want to display the notification..
Select the user roles you want to display the notification..
Click Plugins Add New from the WordPress admin board.
Notification bar doesn't display on the wp-admin pages like on the bar settings page.
For me it didn't work with the theme that needed topbar the theme shifts the number of the navigation based scroll position and the gallery obscured the navigation buttons when skip.
No filters unless you mean the part in the plugin that contains no filters..
Worse of all it injects its gallery code directly into ajax reply no way to stop it as there is no rechecks for DOING AJAX and of books it provides no filters to override..
