More than 14 mails second result in errors SES.
So if you wait 1 14th of second each mail you are guaranteed not to send more mails than 14 each second..
If there are other mailproviders that require number of mails per second to be sent this plugin will be part as well.
No screenshot required as there is no config but this is all the code needed....
I can imagine someone would name the number to be flexible as it's guaranteed Amazon always provides 14 mails second..
However it's just meant as fast patch that will last during WordPress-upgrades.
Some who will name to add configuration is welcome..
If it's automatically sealed in you can just put the directory in your plugins-directory and activate it.....
