This plugin will allow you to create two tables of shipping rates one for local orders and one for international.
I have also created version of this plugin that good allow you to choose number of countries and allows small level of customization.
Just one thing to be informed of not after installing the plugin although being your own fault not to confirm it forehand it was very disappointing to notice that this plugin doesn't need to service about different shipping classes..
