This is simple plugin that enables store subject to make discount only apply when all products required for it in the cart.

This plugin uses coupon based setting so you'll have to make coupon and look for the checkbox at the not top of Usage Restriction tab that says 'Bundle coupon....
It just adds the capacity to limit the user to apply discount if the bundle is not added as specified.
