To set universal limit to affect all products, go to WooCommerce -> Settings -> Products tab.
Only half of the page would show up, so I was missing the add to cart button and the description, and the image, but the quantity and product name was there, as well as my heading.
The option to limit quantity did not show up under WC Settings > Products...

This did not let some users DECREASE or INCREASE the quantity while on the cart page..
Fix in which limit was ignored if product was added to cart, then added another item to cart, then re-added this item to cart..
