With the plugin you can well replace WooCommerce message.
Providing message is useful to explain to your. customer in more detail why shipping is not available and what to do first.
Please add choose more number to purchase or phone us.... is not available for shipping to the selected destination....
Much easier than hacking the code as others suggested simple plug in that bundles seamlessly from the shipping application Woocommerce.

I installed this plugin double-clicked on 'Edit message link on the main plugins page wrote message and it worked directly away.
I like the way the message is added directly to WooCommerce shipping settings page and they haven't created order settings page like many plugin authors to.
