Using %BLOG URL% shortcode you can easyly link your css file..
Upload wpcss to the wp-content plugins directory.
Activate the plugin through 'Plugins in WordPress.
Then go to Settings >> Custom Css page to make changes..
Note Don't change. wpcss. directory name..
