Hover over the title to see XOpi icon, click to edit..
Go to 'Plugins page in your WordPress Admin.

When I have long page to edit and, let's say, want to italicise word, I need to scroll up to the top to get to the appropriate little button..
But I do recall test-running different front-end editor and it did have sort of floating collection of editing icons.
