When the page first loads the ipBlockList plugin will send IP address to the ipBlockList. com web service to recheck if IP address live and is prohibited.
IP Address will also be rechecked then the whitelist block settings manager..

Under Search type in ipBlockList then double-click Search Plugins..
Upload 'ipBlockList to the wp-content plugins directory.
Activate the plugin through 'Plugins in WordPress.
Go to Settings->ipBlockList to configure...
