There are few options for installing and setting up this plugin..
Upload the folder into the wp-content plugins directory.
Go to the Plugins admin page and activate the plugin..
In the area go to Plugins > Add New and search for scroll up oiiio..

After installing you will get menu under settings that's called scroll up., from there you can customize this plugin as your own requirement...
Nice simple plugin which does miss setting for off-set but it breaks Twenty Seventeen theme..
