It will give special privileges to every subsite administrator, that has the email address, what is set as the email address for that particular subsite.
Only one user will get the special capabilities to set and edit the policy page and get access to data export or removal pages.
The user must be administrator and the email address must match with the email address under Settings page..
By default, the Privacy settings introduced WordPress 4.9.6 is available only for single install Administrators or if you use Multsiite install, it's available only for Super Admins.
It can be problem for you subsite users, because they can not meet GDPR rules.. and the solution.
Only one administrator will get these new privileges per subsite, who has the email, that is set under Settings page..
